About RiskComms

Built for the
Age of Permacrisis.

RiskComms is an independent consultancy specialising in risk, crisis, and emergency communication. We work with governments, international organisations, NGOs, and global corporations to build the communication architecture they need to operate with authority and credibility under pressure.

Our Mission

Close the Gap Between
Theory and Reality.

Most organisations have a crisis plan. Very few have a crisis communication system. The difference between the two is the difference between an organisation that survives a crisis and one that is defined by it.

RiskComms was founded to close that gap — to replace reactive, siloed, and theory-heavy approaches with an integrated operating system built for the speed, complexity, and interconnectedness of the modern threat environment.

The Communication Nexus Framework(IP) is not a methodology borrowed from a textbook. It is the codification of 25 years of field experience across pandemics, disasters, institutional crises, and disinformation campaigns.

Operating Principles

What We Believe.
How We Work.

PRINCIPLE_01

Communication is Strategy

Communication is not a support function activated after decisions are made. It is a core strategic capability that must be integrated into operational architecture from the outset — before a crisis, not during one.

PRINCIPLE_02

Integration Over Silos

Risk, emergency, and crisis communication are not separate disciplines. They are three phases of a single continuum. Treating them as isolated functions creates gaps that adversaries, misinformation, and cascading events will exploit.

PRINCIPLE_03

Field-Tested, Not Theoretical

Every framework, model, and methodology deployed by RiskComms has been tested under real conditions — in active crisis zones, public health emergencies, and high-stakes institutional environments across four continents.

PRINCIPLE_04

Credibility Over Trust

Trust is just one of twelve outrage factors that drive public concern — and it is culturally contingent, emotionally complex, and sometimes counterproductive to pursue directly. Every engagement focuses instead on what actually works: demonstrable credibility, procedural fairness, genuine responsiveness, and addressing the real sources of outrage.

Crisis, Risk & Emergency Communication Consultant

The Person Behind the Practice

RiskComms is an independent practice. There is no large agency behind it, no team of account managers, and no junior consultants delivering the work. When you engage RiskComms, you work directly with Philippe Borremans — an independent consultant, trainer, and author with over 25 years of field experience in risk, crisis, and emergency communication across four continents.

Philippe has served as a trusted adviser to global institutions including the World Health Organization (WHO) and the European Union (EU). He is a past President of the International Public Relations Association (IPRA) and a former Vice President of the International Risk & Crisis Communication Association (IARCC). His work spans pandemic response, disaster communication, institutional crisis management, and the growing challenge of disinformation in high-stakes environments.

The independence of this practice is deliberate. It ensures that every engagement is driven by the client's operational reality — not by agency overhead, upselling incentives, or the constraints of a standardised service model. The Communication Nexus Framework(IP) is the product of that independence: a system built entirely around what works in the field, not what sells in a pitch deck.

When the scale or complexity of an engagement demands it, Philippe can mobilise a trusted network of senior specialists and technology partners — each with deep field experience in their domain. This is not a bench of subcontractors: these are established independent experts he has worked alongside in real operations, crisis simulations, and high-stakes advisory roles. The result is a team assembled precisely for your situation, without the overhead of a large agency.

The Network

Independent Practice.
Scalable Capability.

MODEL_01

Direct Access

You work with Philippe Borremans on every engagement — no account management layer.

MODEL_02

Surge Capacity

Senior specialists mobilised for your context when scale or complexity demands it.

RiskComms is an independent practice — Philippe Borremans leads every engagement directly, with no agency overhead or junior delivery layer. When scale or specialist depth is required, he draws on a trusted network of senior independent experts: practitioners he has worked alongside in real crisis operations, simulation exercises, and high-stakes advisory roles across four continents. The result is a team assembled precisely for your situation, not assigned from a roster.

When the stakes are high, I bring in the people I know and who can deliver — not a bench of subcontractors, but colleagues forged through shared operational experience.

The Standard

The organisations that survive
build communication in.

In a world where information moves faster than operations, where a single social media post can trigger a regulatory investigation, and where disinformation campaigns are planned months in advance, communication must be integrated into the core of your operational architecture from the very beginning.

The organisations that will navigate the Polycrisis are those that treat communication not as a reactive tool but as a structural capability — built, maintained, and exercised before the pressure arrives.

Everything else is a press release.
